Beyond COBRA: the next emergency medicine battleground
Abstract:
In 1985, the Consolidated Omnus Budget Reconciliation Act, COBRA, was passed by Congress. Designed to protect patients who present for emergency treatment regardless of their ability to pay for care, one aim of COBRA is to eliminate "patient dumping." The author emphasizes the need for physicians to become aware of their legal responsibilities to a patient and stresses the importance of physician involvement in health care legislation.
