Conn., R.I. subsidies lessen demand to justify tax status

Two states, Connecticut and Rhode Island, have responded to the issue of tax exemptions for hospitals and colleges by declaring them benefits to the public and granting subsidies to the municipalities that carry the burden of providing services.
