Increasing federal funding for home care

Only seven states and the District of Columbia have not instituted waiver programs under Medicaid to lower state spending on health care. But with changes in legislation, perhaps it is time to look again at possible savings under a waiver. Washington, DC could provide an example for others to follow with this or other federal funding programs.
