Abstract:
Criticism of the "play-or-play" model of health system reform has focused on the potential damage to small business, employment, and innovation in health care delivery. By making some important alterations to that basic model, policymakers can address these concerns while still guaranteeing access to care for all Americans and controlling the rate of growth in health care expenditures.
