Abstract:
As Americans debate how their country's health care system should evolve, foreign systems are frequently adduced as possible models. Since the underlying political idea that guides almost all exportable foreign systems is the notion of social solidarity, there is a need for a broad national engagement over this principle before the U.S. becomes preoccupied with the technical details of a new health care delivery system. The question "why?" must be answered before the question "how?"
