Nurse practitioners to provide primary care in HMO project

Oxford Health Plans is courting controversy--and hoping to reduce demand--with a pilot program that allows members to choose nurse practitioners as primary care providers. The HMO pays the NPs directly--at the same rates as it pays physicians.
