The VE: alive and well on its way to success

At midyear, the Voluntary Effort was well on its way to success in achieving its immediate goals. The program is neither a bureaucratic self-policing mechanism nor a political expediency nor a threat to quality of care, but rather a program designed to make better disciplined resource management a responsibility of all parties.
