Abstract:
Law and the professional standards of doctors, nurses and aides control the performance of their jobs and their response to directives of the institution's chief administrative officer. They might be surprised if he asked them to sit down together and discuss how a particular problem should be handled--but it's a big step toward creating a trustworthy internal system to which the staff feels it can belong.
