Economic viability of community-operated prepaid health plans

This analysis of economic viability of 30 family health centers reveals that the best strategy to insure survival is for the new organizations to perform only the insurance company functions. As enrollment increases, some services "made" more cheaply within the organization than by contractors can be offered; all other services should continue to be "bought".
