Unit management: grass roots--land of opportunity

In the restructured NHS the unit administrator's job will be bigger and better, but less protected, than that of many sector administrators today. But Graham Millard, district administrator, Harrow HD, foresees opportunities for administrators to turn their backs on bureaucracy and concern themselves with the things that brought them into the health service in the first place. This paper is based on one given by him to a recent conference of the Association of Health Sector and Unit Administrators.
