Background:

The National Health Service (NHS) Planning System, established in 1976, has undergone significant evolution alongside NHS reorganizations.
Initial integrated training programs for planning, developed by the Department of Health and Social Security (DHSS), became less cohesive over time.
By the late 1980s, a review was necessary to address the challenges of strategic planning in a dynamic healthcare landscape.
