Abstract:
Despite admirable improvements over the Comprehensive Health Planning Act, Public Law 93-641 still contains the seeds of bureaucratic bog-down and confusion. In addition, the Federal Government has leapfrogged the states in its determination to regulate the local agencies. Considerable sophistication and common sense at the regulatory level will be needed to make the Law work.
