Community service for the mentally ill: what is the community?

In his study of the successive efforts of a DHA to plan for community services for the mentally ill, Dylan Tomlinson argues that there is a basic question which is necessary, but difficult, to answer: "In which neighbourhood is the pattern of ordinary social interaction such as to foster good relationships between 'ex patient' and other residents in a community?"
