Evaluation of Kentucky's Medicaid Home and Community-Based Waiver Program

This paper discusses a model for evaluating the access, cost-effectiveness and quality of services rendered under home and community-based long-term care demonstration projects. Methodology issues and data collection issues are discussed for these three aspects being evaluated in Kentucky's Medicaid Home and Community-Based Waiver.
