Block grant programs--Office of the Secretary, HHS. Final rule with comment period

This rule amends current regulation at 45 CFR 96.112(b) to allow continued funding of the Community Service Block Grant (CSBG) in the territories of Guam and American Samoa during Fiscal Year (FY) 1983. This change was made necessary by the limitations imposed on CSBG funding by section 138 of Pub. L. 97-276.
