Purpose of the Study:

• To analyze Ugandan laws and regulations impacting the private health sector.
• To determine how these legal frameworks affect the operations and development of private medical practice.

Main Methods:

• Comprehensive review of all laws affecting private medical practice in Uganda (December 1995-December 1996).
• Discussions with Ministry of Health officials and private practitioners.
• Site visits to clinics for compliance inspection and interviews with managers.

Main Results:

• Identified two categories of laws: drug availability (1993) and professional regulation (1996).
• Revised list of permitted private health professions, including previously excluded categories.
• Identified legal barriers: import restrictions, annual renewals, lengthy experience requirements, and exclusion of capable professions.

Conclusions:

• Recommendations made to the Ministry of Health to address identified legal barriers.
• Proposed allowing non-professionals to register clinics if they engage qualified professionals for operation.
