Public policy and the crisis in home care

When one part of the health care ecosystem is tampered with, the effects are felt in varying degrees throughout the provider community. It is amazing how quickly bad legislation, namely the Balanced Budget Act of 1997, and subsequent regulations can chaotically dismantle and damage what had once been a cost-effective and humane segment of the health care delivery system. Such is the story of home care--a community in crisis.
