Abstract:
At press time, Congress and President Clinton were negotiating how many billions of dollars to cut from Medicaid, and how to structure future federal health care contributions to the states. Regardless of the outcome of those talks, Medicaid cutbacks are only one of several important threats to the health of the poor. In this issue of States of Health, advocates talk about useful policies, tactics, and organizing strategies for maintaining an acceptable level of health care for vulnerable people.
