Expanding health insurance for children

It looks at states' options under the rules and funding of the State Children's Health Insurance Program, the 10-year, $50-billion federal package enacted in 1997 as Title XXI, highlighting the critical program design issues that may mean the difference between healthy children and wasted opportunity.
