Background:

  • Lowering blood alcohol concentration (BAC) limits to 0.08% is a widely adopted, yet debated, public health measure.
  • Previous evaluations of 0.08 BAC laws were often confounded by concurrent administrative license revocation (ALR) laws.

Purpose of the Study:

  • To evaluate the impact of Illinois's 1997 .08 BAC law on fatal alcohol-impaired driving crashes.
  • To isolate the effect of the .08 BAC law by avoiding the confounding factor of simultaneous ALR law implementation.

Main Methods:

  • Time-series analysis was employed to compare fatal crash data from Illinois and five bordering states.
  • Data spanned 12 years, encompassing periods before and after the 1997 implementation of the .08 BAC law.

Main Results:

  • The proportion of drinking drivers in fatal crashes in Illinois decreased by 14% post-law implementation.
  • In contrast, bordering states saw a 3% increase in the proportion of drinking drivers in fatal crashes.
  • Illinois experienced a significant reduction in alcohol-impaired driving fatalities, estimated to have saved over 100 lives in 1998-1999.

Conclusions:
