NHS activity. Running out of juice

Productivity, as traditionally measured in the NHS, may have levelled off. The Department of Health has acknowledged productivity problems. Current measurement indicators do not take account of quality, so improvement to services may show up as decreases in efficiency. Quality improvements should be included in productivity measurement.
