    Background:

    • The Dutch Ministry of Internal Affairs planned to transition from paper-based population records to a new decentralized automated population register system, known as GBA.
    • This transition was scheduled for October 1, 1994, necessitating an evaluation of the new system's suitability for statistical purposes.

    Purpose of the Study:

    • To assess the technical adequacy of the GBA system for generating population statistics.
    • To determine if GBA messages could be reliably used by Statistics Netherlands.
