"The number of people with a foreign background living in the Netherlands can be assessed on the basis of country of birth and the parents' country of birth. If every person born abroad and every person of whom at least one parent is born abroad is included, the number of foreigners amounted to 2.4 million on 1 January 1992 (wide definition).... If only people born abroad with a least one parent born abroad and people born in the Netherlands with both parents born abroad are included, the number of foreigners reduces to 1.4 million (narrow definition).
