Health care 2002: the State of the Nation

Over the last decade in Michigan, as in other states, health care has emerged as a significant public policy issue. One of the striking characteristics of the health care debate is that, because it is a relatively new issue compared to others such as education or civil rights, we are still uncertain as to what it means or how we should address it.
