Costing of healthcare for improving effectiveness

There is increasing emphasis on clinical and cost-effectiveness in the Health Service, which is faced with rising demands and increasing opportunities but limited resources. Cost-effectiveness analysis requires reliable data on both clinical effectiveness and costs. This paper examines some of the issues involved in analysing costs for improving effectiveness, such as the realities of realising theoretical savings, for example when a new drug reduces hospital admissions.
