Telecommunications for the disabled

Scientific and technological advances should be used to give the disabled every possible opportunity for personal development. There is great scope for improving the lot of disabled people by providing access to modern telecommunications systems. In the Third World, such progress could be encouraged if donor agencies stipulated that a certain proportion of funding should serve this purpose.
