Summary

Identifying sentinel markers, or pre-disaster warning signs, is crucial for preventing industrial accidents. Training workers to recognize these signs offers a more effective prevention strategy than traditional risk assessments.

Area of Science:

  • Occupational Health and Safety
  • Industrial Disaster Prevention
  • Risk Management

Background:

  • Industrial disasters often have pre-failure warning signs, termed sentinel markers.
  • These markers, if identified and addressed, can prevent catastrophic failures.
  • Current prevention strategies may not adequately address all potential warning signs.

Purpose of the Study:

  • To define and categorize sentinel markers for industrial disasters.
  • To propose a preventive program based on worker recognition of these markers.
  • To compare the effectiveness of marker-based prevention with risk assessment analysis.

Main Methods:

  • Defined sentinel markers across administrative, informational, technological, and transportation domains.
  • Identified specific examples within each category of sentinel markers.

Related Experiment Videos

  • Proposed training programs for workers, managers, and inspectors to recognize these markers.
  • Main Results:

    • Categorized sentinel markers include administrative (e.g., weak safety programs, lack of disaster plans), informational (e.g., absent right-to-know programs, missing toxicologic data), technological (e.g., lack of fail-safe controls), and transportation (e.g., driver fatigue).
    • Workers trained to identify all sentinel markers are suggested to be more effective in prevention.
    • Preventive programs focusing on all identified markers are proposed as superior to selective risk assessment.

    Conclusions:

    • Sentinel markers provide critical pre-disaster warnings for industrial safety.
    • Worker empowerment in identifying these markers is key to effective industrial disaster prevention.
    • A comprehensive approach to recognizing and correcting all sentinel markers enhances overall safety and prevents industrial accidents.
