Abstract:
In the first of two articles, a health visitor for special needs children discusses the limitations of choices open to parents of a child with disabilities. Both the child and the family often suffer restricted opportunities and rigid attitudes from health and education authorities. Provision of care is often a lottery. The author outlines new policies for improving choice, taking parents' wishes into account and providing more co-ordinated services.
