Abstract:
Despite its current popularity in Congress, budgetary constraints dictate that future appropriations for Head Start will inevitably fall short of the amount needed to provide increased access to the program and sufficient improvement of its services. Issues are examined, competing policy options are analyzed, and a hierarchy of needs for future funding is proposed.
