Abstract:
With health care costs continuing to rise at double-digit rates, many payers have decided to hold participants responsible for unhealthy behaviors by actually hiking their health care premiums. Proponents of the approach maintain that it gets peoples' attention in ways that most other strategies have utterly failed. However, opponents argue that such penalties risk an employee/participant backlash that could cause more harm than good. Experts weigh in on both sides of the debate.
