Insuring the uninsured: finding the road to success

This article outlines various strategies that have been proposed to expand health insurance. Many have been tried in limited ways, and the article describes the experience with those attempts. The discussion is organized from the perspective of the opposing points of view: approaches that would support private coverage and largely rely on demand incentives and approaches that presuppose a more direct government role. The article reaches no conclusion about which strategy might be a wiser course of action.
