Summary

Area of Science:

  • Health Services Research
  • Health Economics
  • Physician Workforce Studies

Background:

  • Health Maintenance Organization (HMO) penetration varies across regions.
  • Understanding factors influencing physician distribution is crucial for healthcare access.

Purpose of the Study:

  • To examine how changes in relative HMO penetration affect physician-to-population ratios in California counties.
  • To assess the moderating role of economic conditions on this relationship.

Main Methods:

  • Utilized AMA Masterfile data (1988-1998) for active physicians.
  • Employed an Arellano-Bond dynamic panel estimator, controlling for economic conditions and demographic factors.
  • Differentiated models for primary care and specialist physicians.

Related Experiment Videos

Main Results:

  • Increased relative HMO penetration was associated with a decrease in specialist physicians per capita.
  • This association was weaker or reversed in areas with significant differences in relative economic conditions.
  • No statistically significant effect of HMO penetration was found for primary care physicians.

Conclusions:

  • Physician supply changes are linked to shifts in relative HMO penetration.
  • Relative economic conditions significantly moderate the impact of HMO penetration on physician migration patterns.
