Summary

This study introduces a new economic model for forecasting health spending and Medicare deficits. The model predicts slower long-term health spending growth and a smaller Medicare deficit compared to previous methods.

Background:

Healthcare spending and Medicare solvency are critical long-term economic concerns.
Existing methods for forecasting medical spending and Medicare deficits may not fully capture technological advancements.

Purpose of the Study:

To develop and apply a dynamic general equilibrium model for long-term U.S. health spending and Medicare actuarial balance projections.
To compare the model's forecasts with traditional government actuarial methods.

Main Methods:

Constructed a dynamic general equilibrium model of the U.S. economy and medical sector.
Incorporated endogenous adoption of new medical treatments.
Made demand for medical services conditional on the state of technology.

Main Results:

Generated 75-year forecasts for medical spending.
Projected the Medicare actuarial balance.
Baseline forecast indicates slower long-run health spending growth.
Baseline forecast shows a lower Medicare actuarial deficit compared to previous methodologies.
