Abstract:
The Ministry of Health in Zimbabwe inherited a health delivery system that was characterized by inequalities in terms of both health status and provision of health care. Inherent in this system is social injustice in that 80% of the budget catered for the privileged 20% of the population that was based in urban areas in the former system. There was maldistribution of resources to the extent that the majority of Zimbabwean people (mostly peasant blacks) had no access to any of the health care. Human resources for nursing were tailored only to meet the needs of the privileged few.
