Summary

Occupational Safety and Health Administration (OSHA) inspections triggered by work-related asthma (WRA) cases are similar to other inspections. However, disease-initiated inspections resulted in fewer citations and penalties, especially for larger, unionized employers.

  • WRA-initiated inspections occurred more frequently at larger, unionized workplaces.
  • Citation rates (approx. 50%) and penalties (approx. 30%) were similar in likelihood but lower in number and amount for WRA-inspected sites.
  • Citations and penalties were more common in small versus large employers and less likely at unionized worksites.

Conclusions:

  • Inspections triggered by work-related asthma (WRA) cases show similar violation prevalence to other inspections, despite the lack of specific WRA agent standards.
  • The study discusses the utility of WRA index cases for triggering inspections and suggests further evaluation of this intervention model.
