Background:

The California Statewide Area Health Education Centers (AHEC) Program identified a need to train health professionals in medically underserved areas for public health emergencies.
Existing training programs often did not reach these critical populations.

Purpose of the Study:

To describe the development and implementation of an educational delivery system for public health emergency preparedness.
To train health professionals in California's medically underserved areas.

Main Methods:

Developed four educational modules: General Emergency Preparedness, Bioterrorism, Chemical and Radiologic Agents, and Emerging Infections.
Utilized a multidisciplinary, community-based faculty for delivery.
Formed partnerships with six AHECs and state organizations.

Main Results:

Over 9,000 health professionals attended 462 educational presentations between 2003-2005.
Approximately one-third of attendees were physicians.
82% of learners were from sites serving underserved populations.

Conclusions:

Successful partnerships, an all-hazards curriculum, and community-based delivery were key to program success.
The program enhanced AHEC capacities for continuing professional education.
Continued challenges included partner role changes, funding uncertainties, and geographic reach.
