Temporary housing programs often face issues due to reactive planning. This study proposes a strategic planning framework for more effective pre-disaster preparation and post-disaster housing solutions.

Temporary housing programs frequently encounter significant challenges, including high costs, delayed implementation, suboptimal site selection, and inadequate housing designs.
These persistent issues are often linked to a reliance on ad hoc, tactical responses rather than comprehensive, pre-disaster strategic planning by governments and non-governmental organizations (NGOs) in chaotic post-disaster scenarios.

Purpose of the Study:

To analyze the extent of strategic planning in temporary housing programs and identify common problems encountered.
To propose a strategic planning framework for temporary housing that enhances preparedness and adaptability in post-disaster situations.

Main Methods:

Analysis of six case studies of temporary housing programs following disasters in Turkey, Colombia, Japan, Greece, Mexico, and Italy, spanning from 1976 to 1999.
