Summary

Harm reduction programs for drug use in the Asia-Pacific are limited in scope and capacity. Governments should endorse evidence-based harm reduction to improve public health outcomes for drug users.

Background:

Drug use presents significant public health challenges in the Asia-Pacific region.
Adverse health consequences are widespread due to illicit drug use.

Purpose of the Study:

To report on harm reduction interventions for drug use in the Asia-Pacific.
To assess the current state and effectiveness of harm reduction programs in the region.

Main Methods:

Desk-based review of published and unpublished literature.
Analysis of key informant data.
Based on the report 'Situational analysis of illicit drug issues and responses in Asia and the Pacific'.

Main Results:

Harm reduction programs are scarce or non-existent in several Pacific Island countries.
Needle and syringe programs are present in some Asian countries but absent in Pacific Island nations.
Substitution therapy is gaining acceptance in parts of Asia, but primary healthcare for drug users remains limited.
Outreach and peer education programs are minor in scale.

Conclusions:

Existing harm reduction programs in the Asia-Pacific are small-scale and lack capacity.
Technical expertise, human resources, and operational scope are insufficient to meet drug users' needs.
Governments should be encouraged to adopt evidence-based harm reduction strategies.
