Privatizing municipal solid waste (MSW) collection can enhance service quality and reduce costs.

To develop a systematic approach for dividing municipal solid waste (MSW) collection areas into optimal subregions.
To address the limitations of manual districting by incorporating key performance factors.
To ensure fair competition and operational efficiency in privatized waste collection services.

Main Methods:

A mixed-integer optimization model was developed for MSW subregion districting.
The model incorporates factors including compactness, road network integrity, collection cost, and regional proximity.
The model's applicability was demonstrated through two case studies.

Main Results:

The optimization model successfully generated districting plans for MSW collection areas.
The generated plans exhibited improved road network integrity compared to manual methods.
The model ensured good regional proximity, facilitating efficient waste collection operations.
