Review of complete abortion legislation texts obtained from government websites.
Consultation of secondary sources like the International Digest of Health Legislation and the UN's Abortion Policies: A Global Review.

Main Results:

Sixteen countries have expanded legal grounds for abortion since 1998, with two additional countries seeing state-level expansions.
Two countries have restricted legal abortion grounds, while others maintained existing indications but altered procedural access.

Conclusions:

The global trend towards liberalizing abortion laws has continued since 1998.
Increasing recognition of women's human rights is a key driver in improving access to abortion services.
