Defining national oral health objectives is essential for guiding public health initiatives.
Spain's decentralized health system necessitates national-level goal setting.

Purpose of the Study:

To establish fundamental oral health targets for Spain.
To set specific goals for pediatric (by 2015) and adult (by 2020) populations.
To provide a framework for national oral health improvement strategies.

Main Methods:

A six-member Expert Panel convened by the Spanish Society of Epidemiology and Oral Public Health.
Consensus-building process adhering to EuropeAid Evaluation Guidelines (2006-2007).
Utilized World Health Organisation (WHO) criteria for caries and gingival health, and European Global Oral Health Indicators Development Project for brushing and perception.

Main Results:

Sixteen specific oral health targets were defined: eight for children and eight for adults.
Example pediatric goal: fewer than 1.0 decayed, missing, or filled permanent teeth by age 12 (by 2015).
Example adult goal: less than 15% edentulous individuals aged 65-74 (by 2020).

Conclusions:

The defined targets provide measurable benchmarks for national oral health.
Achieving these goals requires the engagement of all healthcare system personnel.
Recommendations include maintaining and developing new oral health programs and strategies.
