Pharmaceutical research and development (R&D) productivity has seen a notable decline since the 1980s.
Concerns exist regarding the effectiveness of the current patent system in incentivizing pharmaceutical innovation.

Purpose of the Study:

To critically evaluate the existing pharmaceutical patent system's ability to foster innovation.
To explore and review alternative mechanisms for supporting pharmaceutical R&D.
To identify strategies that could more effectively stimulate pharmaceutical innovation.

Main Methods:

Review of existing evidence on the pharmaceutical innovation landscape.
Analysis of the strengths and weaknesses of the current patent system.
Examination of proposed 'push' (subsidy-based) and 'pull' (reward-based) innovation mechanisms.
