Needle exchange programs (NEPs) offer sterile needles and other health services.

Observation:

NEPs are proven effective in reducing HIV rates within communities.
A federal ban on funding NEPs has been in place since 1989, influenced by drug war policies.
Despite evidence of efficacy and support from major health organizations, federal policy has hindered NEP operations.

Findings:

NEPs significantly decrease HIV transmission rates among at-risk populations.
The federal ban on NEP funding contradicts public health recommendations and scientific evidence.
Continued federal prohibition incurs substantial healthcare costs and human lives.

Implications:

Lifting the federal ban on NEP funding is essential for HIV prevention strategies.
Implementing and supporting NEPs can save millions of lives and billions in healthcare expenditures.
NEPs uphold ethical imperatives by restoring dignity and providing essential health services to vulnerable populations.
