Summary

Political campaign contributions, not lobbying, significantly increased a company's chances of receiving post-Hurricane Katrina contracts. This study examined campaign finance and lobbying data to understand contract allocation after the disaster.

Background:

Natural disasters like Hurricane Katrina create significant government contracting opportunities.
The allocation of these contracts can be influenced by political factors, including campaign finance and lobbying.
Understanding these influences is crucial for ensuring fair and transparent disaster recovery processes.

Purpose of the Study:

To investigate the relationship between political campaign contributions and lobbying activities of companies and their likelihood of receiving post-Hurricane Katrina cleanup and reconstruction contracts.
To determine if financial contributions to national candidates or the engagement of lobbyists influenced contract awards following the hurricane.

Main Methods:

A case-control study design was employed to analyze companies that received contracts versus those that did not.
Data on campaign contributions to national candidates during the 2000-04 election cycles were collected.
Information on the employment of lobbyists and lobbying firms by these companies was also gathered.

Main Results:

Both the presence of a campaign contribution (dichotomous variable) and the total dollar amount of contributions were significantly associated with receiving a post-hurricane contract.
Lobbying activity, including the employment of lobbyists and lobbying firms, did not show a significant relationship with contract acquisition.
The findings suggest a direct link between financial political engagement and securing disaster recovery contracts.

Conclusions:

Political campaign contributions appear to play a significant role in the awarding of government contracts for disaster recovery.
Lobbying efforts, in contrast to campaign contributions, were not found to be a significant factor in this specific context.
These results contribute to the understanding of political influence in government contracting, particularly in the aftermath of major natural disasters.
