Summary

The EU Registration, Evaluation, Authorisation and Restriction of Chemical Substances (REACH) regulation can protect workers. A new Trade Union List prioritizes 305 substances of very high concern (SVHC) for authorization, including those linked to occupational diseases.

Background:

The EU REACH regulation aims to reduce worker exposure to hazardous chemicals and prevent occupational diseases.
Manufacturers must seek authorization for Substances of Very High Concern (SVHC) to continue marketing them.
Currently, only a small fraction of potential SVHCs are under the REACH authorization procedure, necessitating a prioritized approach.

Purpose of the Study:

To propose a prioritized list of SVHCs for inclusion in the REACH authorization procedure from a trade union perspective.
To contribute to the practical implementation and enforcement of REACH for enhanced worker protection.

Main Methods:

Identification of SVHCs for prioritization.
Establishment of prioritization criteria and scoring systems.
Development of the Trade Union List based on defined criteria.

Main Results:

The Trade Union List identifies 305 high-production-volume chemicals meeting REACH authorization requirements.
190 of these prioritized substances are linked to recognized occupational diseases.
22 substances from the list have already been included in the REACH Candidate List.

Conclusions:

A scientifically aligned, precautionary process for identifying, scoring, and ranking SVHCs has been developed.
This methodology includes substances not currently prioritized by other REACH approaches.
Trade unions advocate for this approach to effectively prioritize SVHCs and protect the health of the working and general population.
