Background:

The Department of Veterans Affairs (VA) provides healthcare services to eligible veterans.
Understanding the cost-effectiveness and quality of VA healthcare compared to the private sector is crucial for policy decisions.

Purpose of the Study:

To determine if the VA offers healthcare at a low cost compared to the private sector.
To assess the quality of care provided by the VA in relation to private sector healthcare.

Main Methods:

Analysis of national healthcare cost data from fiscal years 2001-2007.
Calculation of average per capita healthcare costs for the VA.
Comparison of VA healthcare costs and quality metrics against private sector benchmarks using data from the Medical Expenditure Panel Survey.

Main Results:

VA healthcare costs were found to be 33% higher than private sector costs.
Inpatient care costs within the VA were 56% higher than the private sector.
While the VA maintains a quality advantage in outpatient care, this advantage has diminished, and inpatient and surgical care outcomes show concerning trends compared to the private sector.

Conclusions:

The cost of VA healthcare is substantially higher than comparable private sector services.
Consideration should be given to outsourcing inpatient services to high-performing private sector hospitals to potentially reduce costs and improve care.
