Summary

International health aid allocation is influenced by recipient country governance. Countries with more political rights and higher corruption levels receive more aid, suggesting aid may reward political reforms.

Area of Science:

  • Global Health
  • Health Economics
  • Political Science

Background:

  • Anecdotal evidence suggests governance quality impacts international health aid allocation.
  • Quantitative evidence on the magnitude and specific governance dimensions influencing aid decisions is lacking.

Purpose of the Study:

  • To quantitatively assess the impact of governance quality on international health aid allocation.
  • To identify specific dimensions of governance that influence donor decisions.

Main Methods:

  • Analysis of health aid flows from 1995-2006 for 109 recipient countries.
  • Matching aid data with various governance indicators, economic, and health characteristics.
  • Statistical analysis controlling for country-specific factors.

Main Results:

  • Countries with greater political rights receive significantly more health aid.
  • Higher levels of corruption are also associated with increased health aid.
  • The influence of political rights persists even when controlling for other governance factors.

Conclusions:

  • Recipient country governance quality significantly affects international health aid allocation.
  • Health aid allocation appears to be influenced by both political rights and corruption levels.
  • Political rights may serve as an incentive for donors to reward political reforms in recipient countries.
