Background:

The Environment Agency-Abu Dhabi (EAD) led a strategic planning process to address environmental risks in the UAE.
A national-level application of a deliberative comparative risk ranking method was employed.
This method integrates expert quantitative risk assessment with stakeholder deliberations.

Purpose of the Study:

To conduct a comparative environmental risk-ranking exercise in the UAE.
To inform the EAD's strategic planning process.
To identify and prioritize environmental risks to health.

Main Methods:

A five-stage deliberative process was utilized.
Seventy-three stakeholders participated in five separate groups.
Fourteen categories of environmental risks to health were assessed and ranked.

Main Results:

Strong consensus identified outdoor and indoor air pollution as the highest environmental health risks in the UAE.
Soil and groundwater contamination were consistently ranked among the lowest risks.
Stakeholders confirmed the process represented their concerns and supported using results for policy decisions.
