Background:

Community-based rehabilitation (CBR) is crucial for integrating individuals with disabilities into society.
Effective evaluation frameworks are needed to ensure the quality and impact of CBR programs.

Purpose of the Study:

To develop and validate a comprehensive evaluation framework for community-based rehabilitation (CBR) practice.
To ensure the framework accurately describes CBR quality in Chinese communities.

Main Methods:

A case study approach was used to construct and validate the framework.
Literature review defined core CBR elements, followed by verification with published CBR programs.
The framework was tested in five real-world Chinese CBR programs.

Main Results:

A final evaluation framework for CBR programs was successfully developed.
The framework comprises 5 domains, 25 categorized core elements, and 72 indicators.

Conclusions:

A comprehensive CBR evaluation framework has been established and validated.
The framework is ready for practical application in Chinese CBR settings to improve service quality.
