Background:

Tractor overturns are the leading cause of work-related fatalities in agriculture.
Rollover protective structures (ROPS) and seatbelts are highly effective but unavailable for 20% of older tractors.
Potential solutions include axle reinforcement or tractor removal programs.

Purpose of the Study:

To assess the feasibility of a tractor trade-in program for owners of tractors lacking ROPS.
To gather insights from pre-ROPS tractor owners and dealers regarding a potential buy-back initiative.

Main Methods:

Focus groups were conducted with pre-ROPS tractor owners and tractor dealers.
Data analysis employed a concept development approach.
Results were reviewed by an industry stakeholder workgroup.

Main Results:

Both tractor owners and dealers require significant financial incentives to participate in a trade-in program.
Funding and supporting a large-scale tractor removal initiative presents considerable challenges.
The economics of removing older tractors may create financial barriers.

Conclusions:

A large-scale tractor buy-back program is unlikely to be feasible without substantial financial incentives and support.
The study's findings support piloting a small-scale, targeted tractor buy-back program.
Further research into financial incentives and program structures is warranted.
